Planning a Renovation This Quarter in NYC? Start With an Asbestos Survey

If renovation, alteration, or capital work is on your calendar this quarter, the first step is not demolition, bidding, or scheduling a contractor. It is the asbestos survey.

In New York City, that order matters. Work that disturbs suspect materials in older buildings requires documented testing before it starts — and projects that leave the survey until last usually discover it at the worst possible moment: after plans are filed, after a board asks for the report, or after a contractor is already booked.

Starting with the survey keeps the rest of the project moving.

Why the Survey Comes First in NYC

Most buildings built before 1980 — and many built after — contain materials that can hold asbestos: floor tile and mastic, plaster and joint compound, pipe insulation, roofing, and window glazing. You cannot identify them by sight, and age alone does not clear them.

Before renovation or demolition work in NYC, a New York State DOL-certified asbestos inspector must survey the work area, collect bulk samples of suspect materials, and have them analyzed by an accredited laboratory. Those results determine what can be disturbed, what must be abated first by a licensed contractor, and what supports an ACP-5 filing with the Department of Environmental Protection for your Department of Buildings filing.

Without those results, every downstream decision is a guess.

What Starting Early Actually Saves You

A survey is a single visit. Inspections are typically scheduled within 1–2 days, and lab results return in about 24 hours. Done at the planning stage, it costs a project almost no time.

Done late, it costs much more:

  1. Filing delays — an ACP-5 cannot be properly supported without survey results, so a DOB filing can stall while testing is arranged.
  2. Board and managing-agent holds — co-op and condo alteration packages routinely require the survey report before approval.
  3. Contractor downtime — crews scheduled before results arrive may have to stop if an untested material is found in the work area.
  4. Emergency abatement pricing — if asbestos is confirmed after demolition has started, removal has to be arranged urgently, on the project's critical path instead of ahead of it.

The same survey, done first, turns all four risks into a checked box.

What One Call Covers

Owners, property managers, architects, and general contractors often assume the survey, the lab, the report, and the city filing are four separate errands with four separate vendors. They do not have to be.

A complete survey engagement covers the inspection visit and sampling, accredited lab analysis with fast turnaround, a written report that boards, managing agents, and filing professionals can rely on, and — where the results support it — the ACP-5 filing for the project. Coordinating those pieces in one place means no handoff is lost and no step waits on another vendor's schedule.

Who Should Book Now

If any of these are on your plan for this quarter, the survey belongs at the top of the list: a kitchen or bathroom renovation, a gut alteration, mechanical or plumbing work that opens walls and ceilings, floor replacement, a co-op or condo alteration package, or capital work in a pre-1980 building anywhere in Brooklyn, Manhattan, Queens, the Bronx, or Staten Island.

You do not need final plans to start. You need a defined scope — the rooms and materials the work will touch — so the inspector samples exactly what will be disturbed.

What Clear Advisory Handles

Clear Advisory is a Brooklyn-based environmental consulting firm serving all five boroughs. Founder Jevon Gratineau holds New York State DOL credentials as an Asbestos Inspector, Asbestos Contractor, and Asbestos Supervisor. Services include asbestos surveys with 24-hour lab results, ACP-5 filings, and related environmental inspection work.
