One Call Covers Your Asbestos Survey, Lab Results, and ACP-5 Filing in NYC
Clear Advisory / Surveys, results & filings
The most expensive part of an asbestos project in New York City is rarely the survey itself. It’s the gaps between the vendors.
One firm walks the building and collects samples. The samples sit at a lab for a week. Nobody files the ACP-5 until the Department of Buildings raises an objection—and by then your permit clock has already been running for weeks. Every handoff is a place where your project can stall, and every stalled day costs money: idle contractors, extended carrying costs, tenants asking when the work starts.
There’s a simpler way to run this. One call, one team, accountable from the first walk-through to the final filing.
The Three Handoffs That Slow NYC Projects Down
Renovation and demolition projects that disturb suspect asbestos-containing materials commonly need an asbestos assessment, laboratory analysis of bulk samples, and the applicable DEP documentation before the permit and construction stages. For projects that qualify, that documentation includes an ACP-5.
When those three steps live with three different vendors, the schedule lives in the seams. The inspector finishes, but the lab queue is backed up. The lab reports arrive, but nobody told you the ACP-5 still needs filing. The filing goes in with a missing detail and bounces back. None of these are dramatic failures. They’re ordinary friction—and ordinary friction is what turns a two-week pre-construction phase into two months.
Boards, owners, and general contractors feel this most on alteration projects, where the asbestos step is one line item among dozens and nobody owns it end to end.
What “One Call” Actually Includes
1. The licensed survey
A licensed asbestos inspector surveys the rooms and materials within your project scope, identifies suspect materials—floor tile and mastic, pipe insulation, joint compound, plaster, roofing—and collects appropriate bulk samples. For NYC asbestos certification work, a DEP-certified asbestos investigator must perform the assessment. Clear Advisory schedules inspections within 1–2 days across all five boroughs.
2. The accredited lab results
Samples go to an accredited laboratory for analysis. Results typically come back in about 24 hours. That speed matters because everything downstream waits on it: the abatement scope, the containment plan, and the filing itself.
3. The ACP-5 filing
When an ACP-5 is the appropriate route, a DEP-certified asbestos investigator prepares, signs, seals, and submits the assessment report to DEP. DOB verifies the applicable documentation as part of the permit process. Clear Advisory handles the coordination so the survey results translate directly into the filing your project needs. No separate vendor to chase, no form to decode yourself.
If the disturbance constitutes an asbestos project, an ACP-7 and applicable abatement completion documentation are required instead. Full demolition generally requires an ACP-5 certifying that the entire building is free of asbestos-containing material, subject to specific exceptions.
What the Timeline Looks Like
Days 1–2: Inspection scheduled and completed.
Days 2–3: Lab results in hand, survey report delivered, and the applicable filing prepared and submitted once the project details are complete.
This is a typical coordination timeline, not a guarantee of DEP processing or DOB permit approval. Projects requiring abatement, additional sampling, or further documentation need additional time.
Compare that with the multi-vendor version, where each handoff adds its own queue—and its own invoice.
Single-vendor coordination also means single-point accountability. If a question comes back from DEP or DOB, there’s one team holding the survey, the lab chain of custody, and the filing—and one phone number to call.
Who This Is Built For
Property owners planning renovations. Co-op and condo boards collecting survey reports before approving alteration agreements. General contractors who need the asbestos step handled without babysitting it. Property managers running portfolios where the same process has to work across dozens of buildings in Brooklyn, Queens, Manhattan, the Bronx, and Staten Island.
If your project touches older materials, the survey is the cheapest insurance on the job. Getting it done through one accountable team is the fastest way to keep everything downstream—abatement, containment, permits—moving.
